time the existing agitation may possibly have subsided.

I am to add with reference to paragraph 9 of your

letter that no instructions appear to have been sent

to His Majesty's Representative at Peking in 1900 to

inform the Chinese Government of the difficulty which

had arisen in respect to that portion of the frontier

and of the manner in which it had been met. This

omission was no doubt due to the disturbed state of

China at the time.
